IT & Cybersecurity leadership: Drives strategic and operational planning, governance, application development and  modernization.  Operational Excellence: Ensures efficient and effective operations, including IT and cybersecurity operations, data  management, privacy and workforce. Manages budgets to maximize outcomes. Relationship management: Collaborates effectively with staff, organization leadership, external and internal peers, national and local elected officials, US allies and partner CEOs and C-level leaders. Public engagement: Experienced with public speaking, media, congressional testimony, advocacy and working with  oversight bodies, and regulators. PROFESSIONAL EXPERIENCE

 United States Department of Energy (DOE) Chief Information Officer, 2021- Present-Lead IT for DOE, a large, decentralized, department with a mission that encompasses 17 national laboratories that perform  basic and applied research, four power marketing administrations that sell bulk power and operate the grid in 36 states,  the nuclear security complex that manages the nuclear stockpile, and DOE’s headquarters that provides policy leadership  for the clean energy transition. Oversee a $5B IT budget and a $1B high performance computing budget. Lead 1,000 direct  and several thousand indirect staff. Responsibilities include information management, cybersecurity, records, privacy, and  radio spectrum management. Key Accomplishments: Built a new DOE IT leadership team. Developed and socialized five-year IT and cybersecurity strategies, a three-year  staffing plan and annual operating plans. Drove a SaaS-first strategy for application modernization. Developed a 5G  Strategy and funded targeted research. Implemented a low-code software factory and a rapid authority to operate (ATO)  process. Supported US allies, including Poland, Ukraine and other European countries with cybersecurity training  specifically to protect their power grids. Sponsored conferences and events, including DOE’s annual cybersecurity and  innovation conference. 


Dell Technologies  -Chief Technology Officer & Strategist, State & Local Government (SLG), 2020 – 2021 -Collaborated with Dell team to develop strategies to support state and local governments. Provided advice to government  CIOs to advance their mission objectives. Advised the Dell team regarding CIO relationship management. Key Accomplishments: Led Dell’s effort to support state and local government CIOs through the shift to virtual work  during the early part of the COVID-19 pandemic. Engaged with startups to develop strategic go-to-market partnerships. 


OptimEyes AI, Board of Advisors Board Member, 2020-2021-Advised OptimEyes AI team on product development and the market for their innovative risk management solution.


Biden-Harris Transition Team  EPA Technology Transition Lead, October 2020- January 2021-Led the evaluation of EPA’s current technology status and formulated the technology strategy and the overall budget  proposal for EPA for the Biden-Harris Administration. Contributed to the Administration’s overall technology strategy and  helped incoming CIOs and CTOs for other departments as well as the federal CIO. 


County of Santa Clara, San Jose, CA Chief Information Officer, 2017 – 2020 -Led approximately 1000 staff to deliver business solutions and services for the 15th largest county in the US, serving Silicon  Valley residents. Services encompassed a three-hospital healthcare system, a health plan, public safety and criminal  justice, social services, elections, tax collection, county facilities, parks, roads and airports, environmental health and other  County functions. Accountable for $500 million budget. Key Accomplishments: Completed the consolidation of the County’s four largest IT teams into one organization, creating  a shared services organization, strategic technology functions and business focused teams. Matured business processes  for IT, including governance, program management and business relationship management. Implemented an IT  Procurement Center of Excellence. Managed the County’s internal service fund. Implemented Technology Business  Management cost transparency tool. Integrated two acquired hospitals and 12 clinics into the County healthcare system. 


United States Environmental Protection Agency (EPA) Chief Information Officer & Senior Advisor to EPA Administrator, 2014 – 2017 -Led IT, cybersecurity, privacy and scientific quality for the US EPA, a highly decentralized government agency. EPA’s IT  organizations included over a thousand staff and a budget of approximately $400 million. Key Accomplishments: Implemented a DevSecOps approach to IT modernization. Found innovative ways to speed hiring  and procurement. Significantly improved staff morale while setting higher expectations for performance and  accountability for IT staff. Increased customer satisfaction from FY 15 to FY 16 for every customer-centric IT metric. Led  the implementation of “e-Enterprise for the Environment,” a collaboration between states, tribes, and federal government  to provide a single view into environmental regulatory programs for both the public and regulated entities. 


Palo Alto Unified School District Chief Technology Officer, 2009- 2014 -Managed all technology for the district. Provided educational technology and teacher training to support teaching and  learning. Managed 17 libraries across the district. Led long term enrollment/facilities planning processes. Key Accomplishments: Built a new cybersecurity program. Modernized multiple enterprise applications. Deployed a dark  fiber network connecting all district facilities. Upgraded physical infrastructure including the core data center, endpoints  and new classroom and building technologies. Deployed a new faculty and staff technology training program. 


Hewlett-Packard Company Senior Product Development Program Manager, 2006-2008 -Managed the development program to bring Edgeline, the most complex hardware product ever created by HP,to market.  Led 500 engineers across the program with a $100M per year budget.  


IT Director/Senior Manager, 2001-2005 -Led global team of HP employees and contractors. Established a new development organization and delivered over 20  products. Implemented a new ERP system for HP’s printing business. Led the Indigo Corporation integration into HP. 


Other HP Experience (pre-2001) 

• IT Operations Director: Provisioned, deployed, and supported systems and processes to establish HP’s new revenue  generating web services as the market leaders in their categories. 

• R&D Project Manager: Established a new software development team focused on delivering a collaborative  workflow product and establishing HP’s market share in the digital pre-press market. 

• Senior Software Quality Manager: Led a team that performed quality planning, defect prevention and testing for  home and small business printers. 

• Printed Circuit Assembly (PCA) Materials Engineering Manager: Recruited and led a new engineering team to  support worldwide PCA manufacturing. 

• Technical Support Manager: Managed 65 staff that managed a $35M automated materials handling system. 

• Industrial Engineer: Implemented several major material handling and logistics automation projects ($15M total) and completed a major upgrade to an existing automated system.
